Daily Schedule
She's usually in her room at the inn until 9AM. On most days, she can be found near the entrance to Clemmens cave. On Thursdays, she hangs out at the pier on the beach, and on Tuesday nights (9PM) she goes to the pub. If it's rainy, she'll probably stay in the inn.
Friendship Points
Talk to her to raise her FP. The best way to quickly raise her LP is to give her lots of fried riceballs on her birthday. (The riceballs can be bought at the pub.) Accepting chocolate from her on the Winter Thanksgiving day will raise her LP by one. Talking to her on the Sacred Night will raise her LP by two (probably), and inviting her on a date on the Moon Viewing day will raise her LP by two.
Proposal
You must catch a Kimekitai (a fish found in the Mist Bloom mine's boss room) that is at least 70 centimetres long. You will need a good fishing rod (probably even the highest quality rod), but even then it can take a while to catch the fish. Give the fish to Mei to propose. The text for the proposal scene will come sooner or later.
After you are married, Mei will give you fried riceballs each morning.
