No, in Diamond and Pearl, Eevee was given the move Last Resort, which has almost the power of Hyper Beam.

Synthesis or recover. I love driving real people crazy with those moves, especially recover since it has many uses (IMG:style_emoticons/default/lalaexdee.gif) .

Back when I played a lot, Toxic. People cursed me for using that move because it's so evil (and useful!!), especially in a no-items-allowed battle :D And I taught it to a large variety of my Pokemon, not Poison types.
