It's a bit early in my game to find the feather but I have Seven hearts and would like to know where the feather is located and what must be done before I need it. Any suggestions?

In Animal Parade you have to get a person to nine hearts (and you might need to see a confession event too). One morning (if you have nine hearts with a bachelor/ette) when you wake up Mira will be on your farm. She will tell you how to get a Blue Feather.

What you do is go to the top of the top of Garmon Mine and exit the cave between 5pm and 7pm. Then you'll see a blue bird. But it flies away. Luckily it drops a feather. So then you have a Blue Feather to propose with.
