He's risen up from helk to capture the wandering souls of those yet to crossover. The island being mired in problems at the onset is metaphorical for a lost soul wandering about in the Ether. The rainbows represent crossing over to the afterlife. New Game+ is rebirth, but the cycle begins anew.

That or you're a fugitive on the run, and nobody thinks a fugitive would take shelter in a place with as sickening a name as Rainbow Sash Island. New Game represents your child making a fresh start on a new island away from the guilt, hence why you can adopt a new name and birthdate despite these aspects supposedly having been set in the previous playthrough - you're disassociating yourself from your wretched family and the guilt you harbor. And the cycle continues eternally.

Yeah, I believe in Tree of Tranquility its just the simple story of wanting to try something new, so you move to an island and try farming. Your character doesn't have any family ties or anything.
