Everyone Harvest Moon game has its own theme. In GB, the idea is to have the best shop. I believe once a week there is a town bazaar where everyone in town sells items. You want to work your way up to the top and have the best shop.

In ToTT, you get to choose which town you want to live in. Each one has it's own theme. I believe the idea of that one is to reunite the two towns that arn't getting along.

There are actually a lot of differences. Grand Bazaar and Tale of Two Towns aren't like Island of Happiness and Sunshine Island. These two games are both very different. Of course they have standard Harvest Moon features but they are very distinguishable from one another.

I haven't played ToTT yet so I don't know which one is better. But here are some differences I know.
-They have different sets of characters (but Dirk and Pierre are in both games)
-In GrB you sell things in a weekly Bazaar in ToTT you use a shipping bin
-ToTT has a request board GrB does not
-ToTT has new animals like an owl, alpacas and honey bees
-You can double jump on GrB. You can jump once in ToTT
-You use windmills you make things in GrB. You don't in ToTT
-There is no mine in GrB. There is a weird mine thing in ToTT
-In ToTT you can go on dates with characters. In GrB you can't
-in GrB the plot is just to earn a lot of money at the Bazaar. in ToTT the plot is to win cooking festivals and reunite the towns
-The Harvest Goddess is not in GrB she is in ToTT
-There is one small town in GrB that you can explore. In ToTT there are two different towns plus a large mountain area
-In ToTT you get to move between the two towns. You never get to move in GrB
-There is some kind of irrigation system in ToTT there isn't one in GrB
-You can get new outfits in ToTT you can't in GrB
