It's not randomly, actually. It's planned. See, in this game you can also catch fish bare-handed in the shallow pools of water, so you don't need a fishing rod for half of the fish you can catch. All of the fishing-related quests on the bulletin board that appear during the first spring have to do with fish that can be caught in those shallow pools, thus making a fishing rod unnecessary until later.
And no, villages have no bearing on fishing. Just festivals, how many animals you can own, and how many crops you can plant. |

Its nearthe area where the towns meet for cooking festivals just before the big wooded area go to your right I believe there should be a pond that's it I think
