I think you have to ship alot of flowers. And you must have a flower fest. in your town.

Every website that I went to about Lyla said to ship gift items like berries and flowers so I shipped a bunch of moondrop flowers, and very berries in spring, and shortly after I met her at the Flower Festival she opened her shop.
