I was wondering, since I recently got marry with Luke, when would the other couples will get marry and have children of their own? Do I have to raise their hearts or something like that or it will come eventually?

You're talking about rival marriage?
You have to raise the hearts of the villagers of the same gender to 7.
As you do that, you will see the events like where they ask you for advice (5th heart) and an event held at their place.(7th heart)
When you see the last event, you will receive a wedding invitation the day after that and they will tell you the dates of their wedding which is usually 2 weeks after the event.
