That's actually not a fanmade pony, it's Queen Chrysalis. She's from the season 2 finale episode called A Canterlot Wedding.

Spoiler:
She's the queen of changelings. There was going to be a wedding between Twilight Sparkle's older brother (Shining Armor) and her old babysitter (Princess Cadence), but Chrysalis kidnapped the Cadence and imprisoned her so she could impersonate her and get Shining Armor to weaken his protection spell over the city so her changelings could attack.
