Can someone tell me the best place to get the rare ore? is there a better chance one place then another?

Not really, as far as I can tell. As usual, the further you are in a given mine the better. The stuff is still rare though, just as the name implies.

so deeper means like the higher up towards the harvest king or down the other way? lol

I've mostly just gone to the upper mine, so yeah. Closer to the Harvest King works pretty well. I'm sure you can find 'em in the other ones too, but I haven't really bothered.
