Alright, let me try to answer without copy-pasting or looking anything up on Wikipedia.
It starts off being a sort of high school-drama with a bit of action thrown in; basically there's a girl with mysterious cognitive abilities an anti-terrorist organization is trying to protect. Later on it becomes a full-blown intense action series with less comical high-school/dating/romantic comedy stuff and more military/giant robots/epic firefights. It's pretty awesome.
There's also a spin-off called FUMOFFU that has no serious stuff whatsoever and is all high school comedy and slapstick. I would recommend watching FUMOFFU first if you're used to lighter animes.
I hope that explains it.
