Yeah it's kind of sad so many sites do that, but the Japanese community seems really sensitive about their fan art being used.
Especially because of the language barrier, they don't know how to contact those who are using their pictures (and vice versa, people that use the pictures don't know how to ask for permission), so they just take everything down.

I guess I don't blame them, I'd be pretty ticked if someone stole my art and used it without permission. And trying to contact the people who stole them can be quite a hassle since internet is worldwide web. That's so sad...I hope they're still drawing though!!
