Well I've meet all characters EXCEPT for Chelseaa !! My town is over 50 % complete but she still isn't here :( Why? |

Mark came when the town was 80% complete, it's probably the same for Chelsea

You've got to have the hotel upgraded and have met every character with a portrait, as well

I know the town does not have to be at 80% for Mark to appear. My town is not even at 60% and Mark is in it. I think you just need to have met all of the major characters and have the hotel on the East Side of town upgraded for him to show up. I am sure it is the same for Chelsea.
