If U have a pen tablet it would be more easier to color it or making a full lineart in Photoshop. If U have only a mouse, at least U can fill color on your drawings by using the lasso tool + paint bucket.

It takes A LOT of practice AND it burns your eyes if you CG too long. I also use a tablet (Wacom). As for coloring, there's different styles and different ways of doing it. Photoshop has way too many functions to explain in one go. I would suggest googling tutorials or something. Those really help. :]
