how to get Collin: yellow sprite Options

Hi need to get to east gull island but I need Collin: yellow sprite to get there....please help me.....

Collin's yellow flower is located on the eastern end of West Gull Island, unlocked by completing Daren's Rainbow. When Collin's Rainbow Recipe is finished, you will be able to his Rainbow Bridge to East Gull Island. There on the beach, you will find Ben's Badge. Return it to Ben and you finally will be able to cross his Rainbow Bridge to Mt. Galeto. East Gull Island is a prime fighing location and there are some rare varieties that can be caught only from the beach here, among them Rock Lobster, the item you need to give to Toby if you wish to complete his Request Event.
