The Nintendo Network ID is like the FC system in one way: Both of you HAVE to add each other. And there is no notification of requests (AS OF NOW, I WILL UPDATE IF NINTENDO ADDS AN UPDATE), so communication is needed for exchange.

You also need one if you use the 3DS app store. You can use the one from your Wii U also.
